Distinct from the National Development Plan for years 2004-2006 which is a document programming the use of structural funds and Cohesion Funds by Poland the National Development Plan for years 2007 - 20013 will be a strtegy considering national development activities as a whole no matter what kind of financial resources.
The National Development Plan for years 2007 - 20013 first of all is to be a programme of structural policy putting emphasis on accelerating of modernisation of Polish economy to get constance competitive ability in European dimension as well as in global.
Resources passed as EU financial measures ( structural funds, Cohesion Funds, resources from European Investment Bank) will be of great importance for realization of development policy in Poland in the first years of membership and during the period in years 2007-2013. The condition which enables using this measures, especially structural funds and Cohesion Funds, is to assure long -term national funding and building as well as runnig out the system of programming, management, monitoring, estimating and controling of cash flow in local and national terms.
Work over EU budget for years 2007-2013 has been proceeding. It's known from this estimatings that in period when the new financial perspective is in force Poland could receive the total 50 mld euro under condition that meets all demandings.
Within the confines of talks about the reform of cohesion policy after the year 2006 European Commision proposed priorities of structural policy for years 2007-2013 were achieved in fields of three new aims:

- local competition and employment
- european territorial co-operation
Financial Sources for them will be: European Regional Development Funds, European Social Funds, Cohesion Funds.

Within the confines of village areas there is more efficient organisation of financial measures planned. For agriculture and fishery sectors the Commision proposed to form new instruments which would be operating beyond the structural policy and would replace funds used so far: European Agricultural Orientation and Guarantee Funds and Financial Instrument Fishery Guarantee.
The Commision assumes also giving up a conception of Common Initiatives, instead of this initiative operations would be included in these three aims proposed.
